Anticipated Travel: Travels internationally in support of capacity strengthening efforts with USAID missions and partners a possibility, up to 3-5 trips a year (if possible)

Background:

The United States Agency for International Development's (USAID's) Gender Equality and Women's Empowerment Hub (GenDev), is one of five Hubs within the Bureau for Inclusive Growth, Partnerships, and Innovation (IPI). GenDev advances gender equality and women's empowerment as fundamental for the realization of human rights, and key to effective and sustainable development outcomes. The Hub collaborates with Operating Units (OUs) across the Agency supporting USAID's programming globally, in all sectors. It promotes evidence-based gender equality and women's empowerment programming throughout the Agency through its technical outreach and thought leadership, training, technical assistance, and communication outreach.

USAID Gender Equality Objectives:

* Reduce gender disparities in who accesses, controls, and benefits from economic, social, political, legal, educational, health, and cultural resources, as well as wealth, opportunities, and services;

* Strive to eliminate GBV and mitigate its harmful effects on individuals and communities, so all people can live free from violence;

* Increase the capability of women and girls to fully exercise their rights, determine their life outcomes, assume leadership roles, and influence decision-making in households, communities, and societies; and

* Advance structural changes that address the root causes of gender inequality and promote equitable gender norms.

Position Objective:

The Gender Advisor-Environment and Climate, leads and manages the integration of gender equality and women's empowerment across USAID programs, strategies, policies and within priority USAID Climate and Environment sectors. The Gender Advisor provides technical assistance, capacity building, training, operational support, and program design guidance and management throughout USAID's Program Cycle and across a range of sectors. These sectors include, but are not limited to: climate finance, conflict, education, energy, infrastructure, natural climate solutions, land and resource governance, green cities, forestry, fisheries, and biodiversity. The Advisor contributes to the coordination and implementation of USAID's Climate Strategy, USAID's Gender Equality and Women's Empowerment Policy, the U.S. Strategy to Prevent and Respond to Gender Based Violence, USAID's activities contributing to the US Government-wide Gender Equity and Equality Action Fund (GEEA), the US Government's Women in the Sustainable Economy initiative, and other related policies, strategies, and initiatives.

Scope of Work:

  • Provides technical assistance for and builds the capacity of USAID staff to integrate gender into a wide range of climate, environment, energy, and infrastructure programming and sectors.
  • Collaborates with USAID Missions and provides guidance on gender integration in the design of gender-responsive climate, environment, and energy activities, strategies.
  • Serves as Gender Advisor to select Operating Units within the Agency, namely the Energy Division, Land and Resource Governance Team, Climate Finance, and the Center for Water
  • Advises USAID stakeholders on best practice approaches for integrating gender across environment sectors that are a priority for GenDev
  • Provides oversight and guidance on program design, monitoring and evaluation, and management of USAID activities, including those with a focus on climate finance, energy, land and resource governance, and others as needed.
  • Leads and coordinates USAID's internal Gender and Climate Community of Practice
  • Provides coordination, communications, and operational support to the Senior Gender Advisor and Sector Team Lead
  • Stays current with technical advancements and research in the field of climate, gender, and international development.
  • Supports implementation of gender-related components of USAID's Climate Strategy, and the climate and environment components of the USAID GEWE Policy, and other relevant policies and strategies
  • Contributes to and leads the design, coordination, and implementation of capacity building resources and tools, including trainings with USAID staff.
  • Designs, reviews, and leads in the coordination of the development of acquisition and assistance documents, including strategic planning, solicitations, scopes of work, budgets, and knowledge management.
  • The day-to-day management direction and oversight for this position will be provided by a designated member of GenDev staff.

As a contractor, this position will not perform "inherently governmental functions," including the supervision of non-contractor personnel, or the signature/approval/authorization of commitments on behalf of the US Government.

Minimum Qualifications:

  • Master's degree in an appropriate area of specialization, plus 5 years of relevant professional experience, or a Ph.D. in a relevant area of study;
  • Technical advisor with experience with Gender Integration in one or more technical areas including Climate Change, Environment and Development programs, climate adaptation, climate change mitigation, equity, climate finance and climate security
  • Strong verbal and written communication skills required
  • Strong work ethic with a solid customer service focus;
  • Strong attention to detail;
  • Ability to work well independently and as part of a team;
  • Ability to multitask in a fast-paced, deadline-driven, and high visibility environment;
  • Ability to prepare and deliver quality documents, presentations, and briefings to executive management;
  • Familiarity with Microsoft and Google Suite of products;
  • Compliance with all Federal or Agency COVID requirements to access Agency facilities, such as vaccination/public health requirements; and
  • Must be a U.S Citizen and able obtain and maintain a security clearance. Applicants with an active security clearance will be given preference.

Preferred Qualifications:

  • U.S. Government/USAID experience or knowledge of how USAID works;
  • Experience developing guidance materials, presentations, and other training resources, as well as experience facilitating trainings.
  • Experience with and/or knowledge of USAID programming, approaches, monitoring and evaluation, and policy, including USAID climate policy and programming and/or USAID gender and women's empowerment policy and programming required.
  • Experience with and/or knowledge of USAID programming, approaches, and policy, including USAID climate policy and programming and/or USAID gender policy and programming.
  • Experience working in the climate, environment, energy, and/or infrastructure sectors.
  • Demonstrated experience working effectively with people who have different communication and work styles.
  • Demonstrated experience independently translating technical content into actionable products for different audiences and users, both technical and non-technical
  • Professional expertise in gender and international development
  • Demonstrated communication and coordination techniques that are appropriate to the nature, complexity, and scope of the issue at hand.
  • Clarity of thought and effective communication (verbal, written, visual) in English
  • Exceptional listening and problem-solving skills
