What your job will be like:

The Lead Project Quality Analyst serves an integral element of Jefferson Lab's project management practice by developing, implementing, and continuously improving Jefferson Lab's systems and standards for quality management in construction projects. Jefferson Lab projects involve the design, development, and deployment of advanced technologies often involving multiple suppliers, subcontractors and partners both domestic and international, Projects range in duration from months to decades and values from $100k to $500M. The Lead Project Quality Analyst supports Jefferson Lab leadership and Project Managers through the development of Quality Management Plans tailored to each project that establish rigorous processes to achieve project requirements and supporting objective quality evidence. The Lead Project Quality Analyst reports to the Project Services and Support Group Manager supporting a portfolio of current and proposed projects, and will develop a group of subordinate project quality analysts to support the Jefferson Lab project portfolio. This is a highly visible role requiring frequent interaction with Jefferson Lab leadership, Jefferson Lab scientists, engineers, and operations staff, Department of Energy personnel, project partners, subcontractors and suppliers during all phases of project execution.

In this role you will:

  • Create, document, and implement a project quality management program to include standardized policies, procedures, workflows, and tools for Jefferson Lab project teams. Ensure project quality management systems and standards meet or exceed Department of Energy project management requirements and are aligned with and complementary to the lab's existing and evolving MIS, ESH, Business and Finance, Legal, Performance Management, Communications, and Engineering policies, standards, and systems.
  • Collaborate with Jefferson Lab Project Managers and project teams to develop and maintain tailored Project Quality Assurance Plans. Participate in project meetings and reviews to ensure quality processes are integral to all project management plans and achieve intended results.
  • Prepare and deliver quality management reports and/or provide inputs as required by individual projects. Ensure plans and reports are reviewed, coordinated, and approved before release.
  • Coordinate investigations of project-specific quality deviations, identify root cause and corrective action, and the development of corrective action plans.
  • Collaborate with Jefferson Lab Computer Science and Technology Division to select, deploy, maintain, and continuously improve software tools to enable systematic and objective project quality management. Maintain a repository of all project quality artifacts providing ready access to all project team members with rigorous change control.
  • In coordination with the Project Services and Support Group Manager, participate in Jefferson Lab strategic planning and budget development cycles by forecasting project quality management resource needs and alignment with contract funding profiles, identifying resource conflicts and opportunities for efficiencies, and development of project quality management budgets and business plans.
  • Develop quality management templates and guides so that all Jefferson Lab project team members have ready access to required resources, and can effectively apply Jefferson Lab project quality management policies, procedures, workflows, and tools.
  • Work with Jefferson Lab leadership to identify and develop a pipeline of capable project quality analysts. Develop and distribute frequent communication to enhance lab wide awareness of project quality management skills, best practices, and lessons learned.
  • Develop and lead a group of project quality management analysts to support the Lab portfolio. Forecast staffing needs based on project workload, recruit new staff, provide initial and recurrent training, coaching, and performance management so all quality management analysts meet or exceed assigned goals and objectives and alignment with lab priorities and performance standards.

Qualifications we require:

Education:

SE III - BS in engineering, physical or biological science or directly related field of study. Education in business, finance, accounting, or management information systems would also be considered.

SS III - PhD in engineering, physical or biological science or directly related field of study. Education in business, finance, accounting, or management information systems would also be considered.

Experience:

10 years of directly related experience

Knowledge, Skills, and Abilities:

  • Ability to create, document, implement, and continuously improve organization specific quality management policies, procedures, workflows, and tools for projects with durations from months to years and values from $100k to over $500k.
  • Ability to develop project quality management plans, reports, and presentations in compliance with corporate and customer standards and provide expert and timely guidance to project teams on actions to avoid cost, schedule, or capability variances.
  • Skilled in the application of ISO 9001 Quality Management standards.
  • Ability to plan and conduct quality audits of projects
  • Ability to plan an conduct investigations of quality deviations, identify root cause, and develop corrective action plans
  • Ability to work closely with IT and MIS experts to select, deploy, maintain, and improve applications to identify, quantify, and track project quality.
  • Ability to analyze organization plans and priorities, assess organization capabilities, and make accurate forecasts of quality management resource requirements. Anticipate and act to resolve resource conflicts between multiple projects.
  • Ability to organize, recruit, select, orient, train, schedule, and performance manage additional project risk analysts.
  • Ability to perform all duties with absolute protection of confidential, proprietary, and sensitive information.
  • Ability to create and deliver organization specific project quality management training to include document templates and guides.
  • Ability to create and distribute frequent communication to enhance project team awareness of quality management skills, best practices, and lessons learned.

  • Knowledge of DOE Order 413, Program and Project Management for the Acquisition of Capital Assets
  • Ability to working with scientists, engineers, and information technology professionals in a high technology organization.
  • Ability to work in a federal prime contract environment governed by the Federal Acquisition Regulations and agency-specific project management requirements.
  • Ability to work productively in a blended workforce composed of regular full time and part time employees, contractor staff, and consultants.
  • Ability to recruit and develop project quality analysts with little or no prior project quality management experience.
