Job Description Summary

Since the foreclosure crisis in 2008, Cleveland has the been the epicenter of blighted properties, high mortgage, and tax foreclosure rates. The loss of homeownership, continuing tax foreclosures, and widespread reports of unsafe and unaffordable rental housing spurred efforts to enable more low-income households to become homeowners. In Cleveland, there is a growing recognition of the harm caused by these foreclosures, both to the homeowners, tenants and to the city's neighborhoods, in the form of increased vacancies and declining property conditions and values.

Enterprise is launching a new initiative aimed at giving tenants of tax forfeited properties the opportunity to buy their homes, with a comprehensive approach to ensure that these tenants sustain homeownership. This homeownership support includes funding for critical home repairs and help coordinating these repairs.

Homeownership is considered the American Dream and is the biggest contributor to personal wealth creation. However, neighborhoods across Cleveland continue to struggle with disrepair, leading to low home values and exacerbating housing instability and risk of displacement.

In response to this great need, we are launching Make it Home Cleveland (MIH Cleveland). MIH Cleveland aims to holistically address housing instability by leveraging multiple resources to provide opportunities for BIPOC communities to attain homeownership and generational wealth and deliver integrated home repairs and maximize impact.

The Senior Program Officer for the "Make It Home" program will play a pivotal role in leading the day-to-day management and execution of this innovative homeownership initiative. This position demands a dynamic, results-driven individual capable of navigating complex stakeholder environments and making tactical decisions to ensure the program's success. The Senior Program Officer will coordinate across multiple teams and partners to deliver on the program's objectives, fostering community development and enabling tenants to become successful homeowners.

Job Description

Job Responsibilities:

  • Strategic Leadership: Guide the program's strategic direction, ensuring alignment with overall goals and objectives. Lead planning sessions and steer program development to meet key milestones.
  • Stakeholder Management: Act as a liaison between all program stakeholders, including partner organizations, enterprise team members, and program participants. Facilitate effective communication and collaboration to ensure stakeholder buy-in and support.
  • Project Coordination: Oversee the execution of the program's multiple components, including property analysis, homeowner readiness assessment, and sustainability support. Ensure projects remain on track, within budget, and achieve desired outcomes.
  • Data-Driven Decision Making: Utilize advanced analytics and reporting tools to monitor program performance and make informed decisions. Lead the evaluation of program data to identify trends, challenges, and opportunities for improvement.
  • Team Leadership: Manage and mentor a multidisciplinary team, fostering a culture of innovation and continuous improvement. Ensure team members are engaged, motivated, and fully equipped to meet their objectives.
  • Community and Participant Engagement: Oversee the development and implementation of participant engagement strategies. Ensure the program effectively supports participants through their homeownership journey.
  • Resource Management: Allocate and manage program resources efficiently. Identify needs for additional resources and manage procurement processes as necessary.
  • Compliance and Reporting: Ensure program activities comply with relevant regulations and standards. Prepare and present regular reports to executive leadership and stakeholders on program progress and achievements.
  • Other responsibilities as they arise.

Qualifications:

  • Undergraduate degree in business administration, Project Management, Urban Planning, Social Sciences, or a related field. A Master's degree is preferred.
  • Minimum of 5 years of experience in program management, ideally within the housing, community development, or nonprofit sectors.Graduate degree may be substituted for up to two (2) years of experience.
  • Knowledge of the housing market, property management, and legal frameworks related to homeownership.
  • Commitment to advancing racial equity including creating a culture of inclusivity, equity, and diversity.
  • Experience working with diverse range of communities and people.
  • Lived experience and/or service that informs worldviews and/or perspectives about creating social equity across race, ethnicity, language, social class, gender, sexuality, religion, disability, and other dimensions.
  • Demonstrated ability to lead and manage comprehensive, multi-faceted programs.
  • Strong leadership skills and the ability to manage and motivate teams.
  • Excellent stakeholder management and communication skills.
  • Proficiency in using project management software and data analysis tools.
  • Experience with geospatial analysis and community engagement platforms is a plus.
  • Ability to work flexibly and adaptively in a dynamic, fast-paced environment.
  • Technology Proficiency: A demonstrated capacity to quickly learn and leverage modern tools and practices is essential. The candidate must be tech-savvy, comfortable with project management software and data analysis tools, and adaptable to new technologies that enhance program efficiency and impact.
  • Ability to work collaboratively, generate consensus, and take responsibility for moving tasks forward with minimal supervision.
  • Exceptional communication skills with ability to clearly express concepts verbally and in writing as well as strong listening comprehension.
  • Excellent writing, editing, and research skills to produce complete, correct correspondence and reports.
  • Ability to facilitate meetings with diverse stakeholders, organize convenings, use good judgment in managing conflicting demands and priorities, and meet deadlines.

The base salary for this role is $85,000 to $87,000, depending on level of skills and experience.

The salary range for this position is represented by the low and high end of the range for the amount to be paid for the position. Salaries paid at Enterprise will vary based on factors that may include skills, education, location, experience, and performance. The salary range is just a part of the total rewards package provided to employees at Enterprise, and other rewards may include annual performance bonuses and generous paid leave programs.
