In support of this particular focus, Enterprise leads the Cuyahoga Earned Income Tax Credit (EITC) Coalition. The Senior Program Officer position provides full program management and administrative leadership for the Coalition. The successful candidate is highly collaborative, self-motivated, and has a pro-active, energized approach working in a team-based environment. This role is dynamic with various responsibilities emphasized at different times throughout the year. The position reports to the Senior Program Director for Income and Opportunity in Cleveland.

Job Description

Job Responsibilities:

  • Program Management: Manage the day-to-day operational activities for the EITC Coalition and the Volunteer Income Tax Assistance (VITA) program serving 10,000 low-income Cuyahoga County taxpayers on an annual basis. Oversee the program's multiple components, including partner engagement, community outreach, volunteer management and adherence to IRS VITA site requirements. Plan and lead the Coalition's Steering Committee meetings.
  • Team Leadership: Manage internal team members assigned to the EITC Coalition. Provide indirect supervision of site coordinators and other staff members dedicated by partner organization responsible for leading individual VITA sites. Ensure team members are engaged, motivated, and fully equipped to meet their objectives.
  • Community and Participant Engagement: Oversee the development and implementation of engagement strategies that includes client outreach and volunteer recruitment and retention. Demonstrate a commitment to customer service including answering/returning calls/emails quickly. Become a certified VITA Site Coordinator to lead events, be a resource to VITA site coordinators, and respond to individual taxpayer inquires as needed.
  • Program Compliance: Manage the coordination of site agreements and contracts with Coalition partners while articulating the vision for what is expected of each partner resulting in expansion of the Coalition's client and volunteer base. Manage the relationship with the IRS, ensuring compliance, and creating clarity and accountability with site coordinators concerning what is expected from a compliance perspective. Perform audits to ensure compliance with all IRS VITA site requirements and make recommendations that address challenges/opportunities as identified. Monitor performance, track results, and prepare monthly, quarterly, and year-end reporting for stakeholders and partners.

Qualifications:

  • Undergraduate degree, preferably accounting or business degree and at least five (5) years of program management or other related experience; graduate degree may be substituted for up to two (2) years of experience; or equivalent work experience.
  • Commitment to advancing racial equity including creating a culture of inclusivity, equity, and diversity.
  • Minimum of 2-3 years direct supervision/management experience.
  • Experience working with diverse range of communities and people.
  • Lived experience and/or service that informs worldviews and/or perspectives about creating social equity across race, ethnicity, language, social class, gender, sexuality, religion, disability, and other dimensions.
  • Excellent writing, editing, and research skills to produce complete, correct correspondence and reports.
  • Exceptional communication skills with ability to clearly express concepts verbally and in writing as well as strong listening comprehension.
  • Demonstrated professionalism, diplomacy, composure and ability to adapt to a variety of situations.
  • Strong initiative with ability to seek out relevant information prior to making timely decisions.
  • Strong organizational skills, ability to coordinate complex activities, prioritize conflicting demands, and meet deadlines.
  • Ability to work collaboratively, solve problems, generate consensus, and take responsibility for moving tasks forward with minimal supervision.
  • Adept at indirect management/supervision.
  • Ability to work under moderate supervision. Receives instructions primarily on unusual or complex problems. May independently develop approach to solutions.
  • Mindset to "roll-up your sleeves" and get involved in whatever needs to get done to support the program.
  • Ability to analyze opportunities and use data to put forward recommendations to improve the overall performance of the Coalition.
  • Solid program/project management skills with a demonstrated ability to manage multiple assignments.
  • Thorough knowledge of and proficiency with MS Word, Excel and Power Point.
  • Flexibility to work evenings and weekends during the tax season (January-April).

The base salary for this role is $85,000 to $87,000, depending on level of skills and experience.

The salary range for this position is represented by the low and high end of the range for the amount to be paid for the position. Salaries paid at Enterprise will vary based on factors that may include skills, education, location, experience, and performance. The salary range is just a part of the total rewards package provided to employees at Enterprise, and other rewards may include annual performance bonuses and generous paid leave programs.
