Job Description


*Must have Total Life Cycle Logistics technical capability to support AFMC’s Organizational Change Management program in support of eLog21 program and ECSS program and projected programs as well as evaluate the impact of new and innovative product support strategies and assist the A4 program office with all sustainment and OCM activities.


-Will perform logistic studies in the area of Organizational ChangeManagement, resource requirements analyses, readiness assessments, cost analyses(including trade studies), and comparative logistics/cost trade-offs in the OCM area of emphasis.


-Will assist in performance of tasks that are not inherently government management functions, including the development and update of plans, schedules, and cost.


-Will accomplish analyses, write reports, recommend actions, or perform any related tasks that provide logisticians the capability to accomplish TLCLM. TLCLM encompasses the integration of product support strategies, supportability analysis, logistics management information, life cycle costs, and ILS/Product Support elements used in acquisition logistics and sustainment functional support efforts.


-Will integrate the actions required of each activity into a comprehensive logistics plan in support of or to be incorporated into overall change management program plans.


-Will also monitor, report, track, document and brief progress toward meeting the logistics plan, specifically the Organizational Change Management plan, and identify the cause and impact of delays or other problems (varying degrees of responsibility for taking actions to prevent or overcome such problems may also be included).


-Will assist with plans, policies and schedules for all related actions as required by delays or changes to logistics requirements.


-Will also evaluate plans for and provision of logistical support for feasibility, efficiency, and economy, and develop alternatives when required.


-Will advise and assist regarding analytical support and review of proposed or approved AF/AFMC regulations, instructions, policies, handbooks, Military Standards and Change Letters, identifying changes required for compliance with thesame, recommending changes where required and assessing the impacts of the changes.


-Will provide knowledge of Life Cycle Cost Management, Total Ownership Cost Management, Life Cycle Systems Engineering, Product Support and Change Management concepts, principles, policies and practices in Organizational Change Management programs


-Support various meetings/forums; facilitate local and remote meetings/conferences; gather a variety of program information; assist in milestone planning, tracking, scheduling, briefing preparation and staff coordination; assist in conducting analyses including evaluation and validation of analyses; assist in developing and analyzing key program metrics; developing and providing technical advice on programmatic issues; assisting in determining program progress; effectively communicate recommendations orally and in writing to higher level organizational management.


-Support various Risk Management efforts including- Identifying, assessing, communicating, monitoring and managing risks facing an organization to ensure eLog21 objectives are met. This includes resources, systems, processes, culture, structure and tasks as related to eLog21 initiatives that give support in the achievement of organizational objectives.


-Support various education initiatives that will focus on understanding the new environment for eLog21 initiatives to include ECSS. Assist the USG to prepare and equip the workforce to ensure that necessary skills and expertise are in place. Assist with workforce development for the implementation teams and leaders to ensure they have the right skills to help the workforce make the change in behavior and desire.


-Support building of readiness and measurements to include building effective feedback loops for implementation of eLog21 initiatives; will include surveys to key stakeholders.


-Will help and insure effective communications to stakeholders and support on-going communications and open dialogue with personnel to implement initiatives. This includes consistent, authoritative information delivery to target audiences, identifying the right key messages and getting the timing right for delivering the message.


Required Experience


Minimum Experience Requirements: MUST have 10 years of experience in a logistics role. At least 1 year of defense logistics experience must have been obtained in the last 5 years. Experience with eLOG21 is desired.
